Same reason: activation/deactivation is disabled during the lock window.

Votes reset if:
- You unstaked any amount of passes
- A streamer you voted for became unverified
“Why can’t I vote for this streamer?”
Only Verified Streamers are eligible to receive votes.
“I have passes but voting says 0 votes available”
Check if your passes are activated. Inactive passes do not count.
