Spotlight Funds Distribution Rules (Vote-Based + 10% Cap)
Core rule
Distribution is vote-based
Anti-gaming protection: 10% cap
Each streamer can receive maximum 10% of that week’s Spotlight Funds.

prevents a single streamer from dominating weekly rewards
encourages healthier distribution across creators
